It probably depends on the school. The first year I taught, I failed a few students, and the rumor was that the school passed them anyway. I never got the real story from our FAO. Perhaps she didn't know, either.
My regular classes are Business English majors, however, during my second year (second semester) I got stuck teaching two classes whose major wasn't even English, but Tourism. They came once a week for 1 and a half hours. Their level of English was so bad that most of them couldn't understand what I was saying, which resulted on a lot of the students didn't bother to come. One of my rules is that a student MUST attend my class in order to pass. So, out of those two classes (104 students), 29 failed for non attendance. They were not allowed to take a make up final, and this time, I checked on their official grade. They failed, but will not be retaking the class. However, failing to pass English will not keep them from graduating, as I have also heard that, "officially" students do not have to pass my class. The school has neither affirmed or denied this, but I have never had a failed student retake my class.

Well, that depends. The Business English Majors I have taught actually have pretty good English; conversational at least. When they come in as Freshmen, of course, they are shy and afraid to speak out, but after two years with me, I usually have a hard time keeping them quiet, lol.
One of the things I do is to create an atmosphere in the classroom where they are at ease, relaxed, and not under any pressure. I do not correct every little mistake, which helps to build their confidence slowly. However, I do concentrate on pronunciation and grammar. The students I referred to above were not English majors, but specializing in Tourism, so their English was really bad.

unless ur principal/head is also a foreigner and u r expecting him to answer in this forum...
