Q: Kids on the street?
Every time I see a kid on the street with a beggar, I wonder why that kid isn't in school. Isn't there a system of mandatory education? I thought it was free? If so, why are kids on the street begging instead of in school?
Only up to a 6th grade education is mandatory in China. However, if the child is from migrant parents then it can be next to impossible for them to attend school outside of their home area.
Also, as Rich said, kids can often make more money as beggars than adults so the gangs will often force them to work as beggars rather than go to school.
maybe it is kidnapped and stolen from his parents in his hometown, so who will care about it?
