Q: Latest "pup" from Shanghai PSB ......

Shanghai PSB issued a directive informing foreigners holding a "Z" type work visa that they have 10 days from day resigning their old job to visit the PSB office and notifying them.  They claim that if you do so within 10 days, they will change your visa and work permits, plus residence permit, to reflect the new employer name if you do change jobs.  If you do not do it in 10 days, you will need to fly back home and get a new work visa before starting to work.

Please take notice.

For whatever is worth to you, that is the latest.

I think its a good thing, now you will know your rights and maybe wont have a problem with a release letter.

Then again these are the Shanghai rules and they are applied in different locales.  This may be what is on the books, but life in China is case-by-case, so often and friends in the right places can work miracles, truly miracles.

That is good, but the old law remains the same, if you can get a release letter with the recommendation you stil have 30 to 90 days to find an employeer, I guess even the PSB is fed up with the difficulties with getting the letter of release for these scoundrels.
