Q: Leaving before lease is up- what are the reprecussions?

Price of bills in the apartment are sky high (1800 yuan for 1 month!). I don't use an insane amount of power or water so I don't know what the hell.

 

Pretty sure the tenants are being charged for the entire building's electricity (24 hr power, lifts, etc.). We are expected to pay the bills down at the reception counter on the first floor (not at the power company or anything like that).

Really want to move out. What kind of action could the landlord take against me if I left early? and would it have an effect on the situation with my new apartment?

I would contact the power company and complain of the amount charged first.  If you get no satisfaction, then consider moving out.  The least would be to loose your deposit money, and if the landlord chooses to, could go after you legally for the balance of the contract.

For your info, I have a 190 sq mtrs apartment, two floors.  I do not save electricity, in fact changed all light bulbs for bigger lumen output, can't live in semi darkness, yet I pay 325 maximum every two months for electricity, and the water bill is never higher than 17 yuan per month.

Last time when i suspeneded my lease..i paid one month rent to my land lady..
