There is only one true international school in Hunan, Changsha WES Academy, which is located in the Xingsha district. It is still quite new so only offering Primary/Elementary education.

For apartments, try contacting Maxxelli, a real estate agency that deals with housing and relocation for international companies like Bosch, Arcelor Mittal, etc.
