Is it a good business to get into ?
Developing the course ground up and providing TESOL certification.
Anybody know anything about it ?

You have to be registered as a training organisation known as a RTO. Not sure what that entails in China, but in Australia you have to have a place where you will teach and do a mountain of paperwork to get approval. Good Luck
If your certification is not well known and internationally recognized (which would take 10-20 years with offices all around the world) who is going to attend?
TEFL?TESOL has to be governed by a entity of education, you can look it up online. It must have accreditation from one of the Ministry of Educations in a Native Speaking country, the one who is developing the system must have at least a Masters of Education with a discipline of teaching English as a Second Language with no less than 12 years of teaching experience. Hold a CELTA diploma and a boat load of other things.
You would be better off trying something a bit different
