Q: Is a Masters from a top Chinese university valued by employers outside of China?

Just like any degree from any university...employers want to know what skills and experience you have. Degrees are a good start, but not the means to an end as far as finding a job.
With all of the bad press Chinese educational institutions have, a foreign company would certainly be skeptical of whether the degree was earned or bought.
Put another way: The Bank of China requires its top level managers to have studied at Harvard Business School. What does that say?
Valued by whom? If one were to work for a PRC corporation overseas, most likely Oxford and Harvard would best Beijing Da and the others.
Unfortunately, the answer is no. Any Chinese (or non-first world) university degree is looked upon with suspicion in first-world countries. They will assume the education is sub-standard. not related to the local market, or just plain fake.
In most cases, if you are not Chinese, it would probably go more against you, than for you. The only exceptions to this would most likely be if the degree was in a China specific realm, like Chinese Art, Chinese History, Chinese Culture, Chinese Language, etc...
The top Chinese Universities as far as I am aware are improving year by year. I think they have 2 in the top 50 or 100 in the world or something, Google it. Of course they're not as good as Harvard and Oxford, nor is many other developed countries universities. To say that all Chinese degrees are sub-standard or not valued is utter tripe. I came across a few very intelligent Chinese people working in the City of London within finance. None of them went to the top 2 universities I referred to above but all were highly valued by their employer - one of them even ended up as a statistics tutor at Cambridge for a while.

I am saying this from an US HR point of view, not a personal point of view. I know that there are many, many incredibly intelligent people in China. I just have seen how many HR managers view resumes from people (especially non-Chinese) with foreign degrees on their resume. And some of the HR managers were even born in China.
Heck, even HR managers in China treat degrees with skepticism since fake ones can be purchased online so easily.

But his question was in reference to a top chinese university. These are improving year on year. I'm just going on my experience but agree with you to some degree. I think the main answer to this is that China is still a developing country, its Universities as such are not going to be of the same standard, with a few exceptions aside. But possibly yes, the bisassed anti-China press in some western countries may skew some peoples thinking on all Chinese degrees.
