Q: My building is not turning on the heat. -10C in Beijing today.
Nov. 15 was the official date the heat is supposed to be switched on in Beijing. It's Nov. 26, and there is still not heat in my side of the building. I've called the management, and they said they are waiting on the heating company to come in with they keys and pull the switches to turn the heat on. I called the heating company, and they they are having problems because of something wrong the 11th floor. Someone from the 11th floor knocked on my door two days ago saying the heating company told them something was wrong with my floor.
They are giving us the run around for whatever reason. I feel helpless. What can I do?
Ask a Chinese friend to talk to them, and find out the reason for this,

If free housing is included in your Contract, call your school's rep., and demand change.
I usually have free housing, in other words 'school is responsible for heating and other utilities'.
If I can't shave and shower, because of no hot water, I can't/won't take my classes. Happened in Xinjiang.

I'm not a teacher, and my job does not pay for my apartment thank god. Sidenote: What happens if you get fired or quit your teaching job? How long do they give you to move out? Sounds terrifying to me.
Back on track: My central heating IS free, supplied by the government in theory, right?

I don't get fired! However, it happened I was dismissed in Fujian last year, and School had to grant me 30-days stay in the apartment, because 'dismissal without cause'. Contract stated either party can quit for any reason with 30-days notice.
Start burning the building's internal doors and fittings in the lobby to warm yourself. I bet they'll move then.

If you rent from the management company (two types of rentals in China, landlords and management companies), I suggest not paying your rent until they turn on the heater.
Chinese only understand harsh methods, don't let them bully you.
Buy some longjohns, a heater and stop whining.
The landlord is probably trying to piss you off and make you leave because you've done nothing but whinge about this apartment from day one.

Get in touch with a government agency . We had a problem with the plumbing for the toilets in the WHOLE building . It went on for a week of everyone bucket flushing and we lived in a very nice building . Finally we called our landlord who we never bothered unless it was a major problem . He called a government agency to complain and presto the next day all the plumbing was fixed.
build a wood fire in the middle of the living room. be sure to buy hotdogs, and marshmallows. Yippee! You are camping now!
