Q: My Chinese employer will not pay my final salary unless I give them my passport?

I recently resigned from my job as my employer has been violating the contract. They asked me to perform demo classes which are not written in my contract. They are not deducting taxes or social insurance premiums from my paycheck like they are legally suppose to. I gave them a resignation letter that stipulates there problems and have tried to mediate the problem. Each meeting the managers goes in and will say that all schools do demo classes and that as I breached the contract I have to pay a fine. However i understand after reading China'a labor laws they are suppose to be deducting social insurance premiums from my salary and if they do not i have the right to resign without leaving notice.  Now they are refusing to pay me unless i give them my passport and cooperate with them. They also state if i do not cooperate with them they will inform the police. I know they are legally required to provide me with my salary and a release letter. I have told them I will not do anything until they provide me the documents and salary so i can switch employers( i have already signed another contract) I am living in Shenyang and have not been able to find the SAFEA offices. The school I work for is RISE immersion subject english. sometimes i wonder if i should give up on China and work somewhere else like Russia. I more or less want to work in china for a year so i can learn to speak Chinese and then work in Russia until i can get citizenship and have a political career.
