Q: My friend is a US citizen and said he could only get a 1 month mainland visa from Hong Kong

My friend travled to Hong Kong to get  a visa to the mainland china, but the most they would give him is 1 month, I know of people getting a visa for a year did they change the law?

I think on your first visit, that is all that is allowed, a one month visa..For my second trip I applied for a 90 day stay, one year visa. I wasn't sure it existed as they don't list one. i did get it. I'm sure the one month could be extended while in China.

Getting a visa for a year is easy if you apply in the USA.  Hong Kong rarely gives out 1 year visas.  I always send my passport to an agency in America.  They process the 1 year and send it back within the week.

If you are talking about a tourist (L) visa, and by one month you mean a 30 days stay, one entry, that is what they normally grant to applicants who seek a visa in Hong Kong's Chinese Embassy for the first time.  That visa could be extended at PSB for another 30 days stay for a fee, but the person must show a local bank account with over 20,000 Rmb in it as proof of solvency.

Chinese officials at Embassies abroad will not grant visas valid for longer times, or multiple entries, or long stays to first time applicants.  It is like "show me you will behave and next time I will grant you a better visa".  Back in 1997, my first visa to enter China was good for 6 months, one entry, 30 days stay.  Today, after over ten different visas, I have a 2 years, M entries, 120 days stay.  And was told my next one will grant me 180 days stay each entry. 

 

Please, keep in mind that in Hong Kong, visas are granted mostly to tourists that arrive to HKG and wants to visit China, so one or two entries, 3 months validity and 30 days stay is all they need.  And if you make noise and start to claim that you need more because you live in China, they will point out to you the many signs on the walls saying that you must return to your home country and request your visa there.

There is no such thing as a one year L visa unless you are married or have family here, you would have to provide proof of not needing a job, finanical security for housing and med. It would be an obivious choice that your friend is looking to work on an L visa in the eyes of the PSB.
