You could look at the Jobs section here (top R of this page). There are million openings for 'arabic', but I'm not sure if any in Shenyang. You can get same web link, if you write 'arabic' in the search window on the Jobs page:

I click one more time on the link I posted, and there's nothing there. At first, there were more than 10 pages of jobs on search for word 'arabic'. I'm not sure, why search doesn't have any openings for 'arabic' now. OK, site is back again!

With great difficulty I would imagine!

 

There are a few Arabic speakers around town but not very many, if there are more they keep themselves to themselves.  As far as I'm aware there's not too much demand for Arabic as a second language here.  If he can speak English, he may get a shady job at a kindergarten but hew would be illegal and more than likely would get screwed over.

 

His best bet is networking, if he is a Muslim, go to the Mosque on Fridays.  There are plenty of Muslims here from all over the world and they may have some connections you can exploit.
