I am with a bad school and so have finally put in my resignation letter last Thursday.
I have always followed everything, as is required of me as a teacher, and have been aboveboard on all matters I.e. lessons planning, punctuality, etc.
i had even mentioned that I will be leaving to join another school, and for which the school's manager has acted as my referee on many occasions.
For some reasons now, the school cannot accept the fact that I have resigned, well before the end of contract in December 2013. In fact, I heard from the Office that the School Manager, who is a 25 year old kid without any experience in running a school, has said that she will make it very hard for me to leave. So I suppose she will try and muck up my documents for release in 3 months.
Any advise please, and also what sort of help can I get from any government agencies, to ensure that my departure is not made difficult. Thanks!

It is advice not advise. Also the 25 year old kid problem I can probably tell you what she said is what she will probably try to do. She's going to try to throw words around and make it hard for you. You should get some people involved and have the other school help you out to resolve this matter. (!

The use of the word, "Advise", in my sentence is correct as it is a verb. Just as in, please give me you advise.

You don't need a verb there, you need a noun there. You cannot "give" a verb, you can only "give" a noun (person,place,thing). That's because "give" itself is a verb!
Advice is correct, advise is not.
Sounds to me that you need help getting into a school.
you have to give us more to help you. what does your contract say about you terminating the contract early? my advice is to follow and abide by your contract. you gave no reasons as to why you want to leave early.
The contract says that a teacher has to give 3 months notice to leave and has to leave at the end of a month.
While it does not say anything about giving reasons for leaving, I have offered many reasons, even back in April 2013" that I am not happy with the school.

Have you offered any reasons on paper? Put your reasons on paper, put your name on it. Sign it. Have them sign it and date it. You might have to force them to sign it and date it.
Then 3 months later, you're good to go.
If they refuse to sign it no matter what you do, then the contract is automatically voided because they refused a notary related to a contract. Which has the same legal meaning that they refuse to acknowledge the contract even exists.
Just make sure you have a witness that can acknowldge that they refused to sign it and you're free of legal troubles with the contract. As far as troubles not related to the contract (visa, certificates, whatever), that's a whole 'nother story.
P.S. If they refuse to sign it, go find their mother/father and have them sign it.. That works well in China.

"i'm not happy" now you're trying to BS me. that is not a pucking reason. if your contracts states that giving 3 months notice will make it a clean break (avoiding the fine) then you need to show proof that you gacve them 3 months notice. I hope you were smart enough to send them and email. once you have absolute definitive proof that you are getting out of the contract, according to the contract then you can go to the psb. but i honestly feel you are misreading the contract and are in the wrong some how. too much half information.

Rav, you have two options but one will require paper. It states clearly in all contract irregardless on what job that all notices by both party in regards to ending your contract early must be put into writing no less than one month before your expected time you wish to stop working, no reasons need to be listed. See if this works, or if you are on a valid working visa as of now, you may request your foreign expert certificate and cancel it yourself, they will give you a form that your current school needs to sign, including a couple of sentences on your work performance, after that give it to your next employer and they will take it from there.
1. Go to SAFEA (Foreign Expert Bureau) in the city you are in;
2. Find any reason as cause for breaching the Contract:
- working hours: if School makes you work overtime, say to FEB you are too tired!
- salary not on time?
- any grievances against manager or teachers or teaching procedure at the School;
- not suitable apartment: too small, too noisy, whatever. Any reason you can think of, why you cannot live there.
SAFEA will not put up too much fight against your wish to leave the School, and join another School. Write Resignation letter in Chinese to SAFEA.
3. Get your last salary, and start working at the new School. It is very important, you leave old School with your pay. You will have unnecessary problems later to collect your last pay.
Your old School is required by Chinese law to give you (in 30 days, I think?) Release letter and Certificate of FEC cancelation.
If School doesn't want to give you Release letter, give your new employer any (old) Release letter you have.
Never, ever sign Contract with 3 months Resignation notice again!
How will you get new job? What do you say to the new employer: 'I can start working at your School not earlier than in 3 months?'
Most of the Schools want you to start teaching 'tomorrow', so think about '3 months Resignation notice' before.
Doesn't matter how new School looks like, always think about 'how you'll leave and join another School'.

Go to the Bank, where you are holding an account. There is most likely somebody at the Bank who speaks English. Ask him for SAFEA address. You will probably need translator with you at SAFEA.You could also ask at the Police (Public Security Office) for SAFEA address. Ask at SAFEA, if you must stay at School 3 more months! I am not sure, if that's OK. School must let you go after 30 days of Resignation notice. However, I didn't read Chinese law.Zibo, Shandong map:

It looks, there are several districts in Zibo. Description of Government building in the city:

SAFEA office is most likely there.

The government will not help you out of your contract just because you don't like it anymore. Unless all your visas and qualifications are 100% in order, going to SAFEA is the worst thing you can do. You are simply reporting yourself as an illegal, or as a trouble maker.
