Q: (New) Chinese law on Residence permit!?
My Z visa and RPermit sponsor gave me Dismissal letter, what is permitted by our Contract. Either party can quit the Contract for any (or 'no') reason with 30-days Resignation/Dismissal notice.
By (new) Chinese law, we must cancel my Fujian Residence permit, before I leave Jianou. I will get 30-days L visa, with Release letter and Cancelation FEC certificate.
With this two docs. my new employer will be able to get new RP without me exiting China, as Fujian SAFEA told me.
I had similar matter in Liaoning in 2012, when I 'quit immediately/no Resignation notice' because of School's Contract violations.
Next day, new School in Dalian took me to the PSB, and PSB just changed their records as 'valid RP, but with School in Dalian', and not with School in Yingkou anymore.
I kept RP issued/sponsored by School in Yingkou, and I worked at School in Dalian. No remarks on 'change' in my passport.

They changed me, this time. 1st dismissal in China.
However, School screw it up: 'I got dismissal, because I didn't want to pay 50Rmb for moving my Internet to the new apartment.'
Above my present apartment, there is constant noise: 'banging metal to metal'. School can't enter apartment above me, and stop the noise. Longer than a month already!
After I got dismissed, I can stay in the present apartment 30 days by Contract.
I found new job, and signed new similar paying Contract, but bigger city.
School must give me Release letter and FEC cancel cert.
My new RP sponsor will be able to apply for new FEC, and extend my RP.
They fired me without cause. I've never stepped into the classroom, yet.
I just returned from HK a month ago.

I have 4 plastic chairs, remote broken dinner table, washing machine with 3 T-shirts and 1 towel--->full/start wash. Kitchen: 20cm diameter, 1 plate induction electrical cooker, and small dumpling cooker, fridge, teli.
Few days after I moved in, rep. got me FEC. I asked him: 'Do you know what this is?' He replied:' Yes, it's Foreign Expert Certificate!'
Me: 'In China, you house FExperts with 4 plastic chairs?'
My Contract is flexible: either party can resign with 30 days RNotice. However, I must pay Z visa cost. They told me, it's around 3000 Rmb. OK. I planed to resign as soon as I would find new sponsor. But, when they said, I must pay transfer of my broadband, I replied: 'Why me? What did I do? It's School's fault, I must move.' Rep. returned next day with 'dismissal'. They wanted to cancel my RP 7 days later. But, SAFEA told them, they must respect Contract, and I can stay in apartment 30 days.
I'm not sure, what will I get instead RP next Tue.. Probably 30 days extension. Fujian SAFEA told me, new School in Kaifeng will be able to get new FEC and extend RP, without exiting China.
Housing allowance sucks, IMO! You're responsible for everything happened in the apartment, as repairs, bills and what not. Most schools offer suitable housing in Contract. That's part of my salary.
I'm humble person, but this apartment is hole! With constant noise.

There are 2 US teachers with me. Girl, she's big and got the biggest apartment, Qingdao guy has worst apartment than me.
I hooked him up with part-time for 300Rmb/hour, and he might stay, depends how many hours he'll get on part-time. Otherwise, he'll do the same as me =move ASAP.
I'll open new thread with full name of the School/Agency from Kunshan, Jiangsu, in few weeks.

No way are the visa costs 3000RMB! They are definitely trying to cheat you on that one!
I'm going through this process now as I've just changed jobs (non-teaching).
This is in Guangdong:
Medical = 333RMB
Alien employment licence = 9rmb/month so 108rmb for the year
1 year residence visa = 400rmb.
So no more than 1000rmb max! Unless they were stupid enough to use an agent to do it for them and that is their problem.

@hot: Thx! However, School issued Dismissal without cause. I'm not required to pay 3000 Rmb. That was price I got from School as soon as I returned from HK, and saw my apartment. I wanted to know, what I owe to the School (by Contract), if I resign.
However, School hurried up with dismissal, and I owe them only utility bill. They asked me for rent pay, but I showed them 'school will provide free apartment' notice on Contract.
School was also schooled on Contract from Fujian SAFEA.
They will give me Release letter and FEC cancel cert. as soon as we cancel RP permit next Tue. I will receive 30-days L or 30-days RP extension.
My new sponsor in Kaifeng will be able to apply for FEC, and extend RP with this 2 docs.
So, all is well for now. I'll update!

They did not dismiss you over 50 kuai. That's just their excuse, there's something else. And why quibble over 50 kaui? It's nothing. Seriously.

Why me? They dismissed me just because of that! 'You make huge salary, and you can't pay 50 Rmb'. School lost, don't you understand! They sponsored Z, and now they must give me RLetter and FEC cancel cert. I can stay 30 days in apartment after dismissal. School asked me for rent pay, but SAFEA told them they must respect Contract.
I'm gone with their Z visa to the another school.
That's agency behind! They wanted to take me to PSB 7 days after dismissal. So, I'll call agency guy, and ask him for another job, just to keep my RPermit. That was the real reason for Dismissal. Make me sign lousy contract! But, I'm moving away!

School needs 3 FT. 2FT cannot work more than 15 classes per week, to replace 3rd FT. Classes are set simultaneously. I offered to work more than 15 h/week to rep. as soon as I returned from HK, because there were no 2 more FT in sight.
Look from my side: I got Z visa in 2 weeks (was facing return to EU), dismissed with RL and FEC cancel cert.
I owe to the School only utility bill. I was housed for free nearly 2M.

Wait! They dismissed you for 50RMB? My employer owes me exactly 4300RMB as of now, visa expenses (visa fee, RP fee, medical check, various HK expenses when I was forced to stay there for a week to get my Z visa) that they must pay back according to the contract. I have been waiting almost 2 months for it and I start to lose patience, can I contact the SAFEA and get them into big troubles?

I was dismissed for no valid reason. I wasn't dismissed because I didn't want to pay 50 Rmb Internet fee, but next day rep. returned with dismissal.
They wanted to cancel my RP immediately, and kick me out of the apartment. But, because dismissal was without reason, I can stay in apartment 30 days, and my RP was canceled 25 days later also.
Our Contract is flexible: 'either party can quit/dismiss for no cause/reason with 30 day Resignation/Dismissal letter'.
I received my last pay and required documents twice with help of SAFEA. They helped me a lot with this 'shoe makers' in Jianou too.
Update:
I told my new employer, I have valid Residence permit, expire August 2015.
Last week Fujian SAFEA told me, I must cancel my Residence permit.
That is the new change in Chinese law: 'Residence permit must be cancelled, if FT is changing city of work/new employer'.
My new employer is not authorized to hire Foreign teachers. Yet! They just applied for authorization at Chinese Gov., and whole procedure can take longer than 2 months.
As Fujian SAFEA told me, I will arrive to Kaifeng with 30-days Residence permit (or 30-days L), what is sufficient time for the new employer to apply for new FEC and extend RPermit. I will arrive to Kaifeng with both required documents: 'Release letter' and 'FEC cancel cert.'
I'm in the boundaries of Chinese law for RPermit extension, and working at International School in Kaifeng.
However, Kaifeng school never hired FT before, and probably they aren't authorized to hire FT, hence before you sign Contract with new Residence permit sponsor, you must ask:
1. 'Is your School authorized to hire Foreign teachers?'
If they won't understand you, you can try:
2. 'Have you ever hired Foreign teacher before, or am I the first one?'
Positive answer will tell you, your School can extend Residence permit and apply for FEC. Your School can also apply for Working permit and Invitation letter, in other words School can sponsor Z visa.
That Q should be asked by Native or Non- native teachers!

I'm probably looking at new RP expiration, and if lucky new exit to HK for new Z, otherwise exit to EU, which will probably convince me, I should look for new teaching position in Mexico or Columbia.

That's interesting though contradicts what I'm doing in Guangzhou at the moment.
Just left my old job (non-teaching) & they canceled my alien employment permit & gave me cancelation receipt & release letter. I asked them about the RP (valid until July 2015) & they told me they didn't need to cancel it. My old company use FESCO for all foreign employee issues.
I've just started the process of getting the new alien employment permit (in Shunde so transferring city) so it will be interesting what they do with the Guangzhou issued RP. I think they'll cancel it & issue me with a new one.

I was thinking about possibility to disregard Fujian SAFEA, and not cancel RP. Fujian SAFEA had to call PSB, and then she gave me an answer, I must cancel RP.
However, School will give me FEC cancel cert. and Release letter only after we cancel RP.
So, I don't have much choice. I must cancel it, and then deal with other School in Kaifeng.
I have an excellent Contract in Kaifeng worth even going back to HK for new Z.
It's just that I feel 'retards are winning over me'!

It is not a 'new change', it is new to you. Your Residence Permit is issued in the name of the school where you work. Your old school must cancel your RP because they have limited RPs to grant, so they need yours for the next teacher.
You cannot legally work at a new school on your past school's RP.

It wasn't that in 2012! I moved from Yingkou for contract violation to Dalian. School took me to PSB, and Police just changed their records.
RP was tied to Yingkou School. You might mixed RP with FEC? FEC is tied to the School. RP wasn't ever tied to the School.

If you receive message from Alpha, you still need Alpha's servers to read entire comment or article. I just forget Alpha for now.
I returned today from Nanping 'residence permit cancel' PSB. I received S2 visa with 30 days expiration immediately.
PSB returned my passport with new S2 in 30', so advice is to go to PSB just before leaving your city.
PSB don't hold passport, when cancelling RP and issuing new S2, however S2 require entire page, my last free one. New passport will be required, before new RP can be issued. Hairy!
I have train ticket with arrival to the new city in 8 days.
Cancelling of RP is required by (new) Chinese law, and it doesn't have anything to do with 'FT quotas School has'. There are no 'FT hiring quotas' in China! School can hire as many FTs as they want, but RP of FT leaving the city before end of the Contract MUST be cancelled by Chinese law!

The worst was, I couldn't attend well paid 30 days of New Oriental Summer Camp in Nanjing. I missed Camp 1st time since in China.

Hey icnif77, I hope you will get better soon. It's amazing that you've been so stoic with all that noise in the apt. I know something like that it's enough to have a miserable sleeping time at night and make your life unbearable under your own roof. But I am glad you are making it out. Hope the next stop will be a good one for you and you will enjoy some normality again, as ScotsAllan says.

This one in Jianou is extreme, I think. Their problem is, I am an 'old dog in China', and I know all tricks. School was counting when I warned them with SAFEA, I will call local office in Nanping, where nobody 'ming bai' English. BuTT...at eChina, we have Provincial contact numbers, where at least one employee speaks English around China.
I was looking for placement in EU very quick.
As soon as I sort my new RP, I'll put more effort in EU placement.

I come to teach in China, and only satisfaction I get is when they let me go in the classroom.

In China, you must have valid visa/RP to file lawsuit. So, I should pretend I'm teaching at one school, and filling Law suit against other school in different city??I'm winner if Law suit, buTT….no thanks!
