what's going to change??
New fines, new punishments, and now 52 offenses, up from 38.
Not sure if it's new - I've read otherwise - but it's now illegal to not slow-down/stop for pedestrians on a crossing.
(and, did you know that jaywalking is actually illegal??? WOW!)
Oh, FTR, yeah, you DO need to have your license plate on your car! Go figure!

For the most part, nothing has changed, as there is eff-all in the way of enforcement. The one change I have noticed is that drivers are more likely to stop at an impending red light (flashing green, numbers countdown, whatever) versus trying to run the yellow light. I surmise this is because the automatic cameras installed at intersections are about the only mode of traffic enforcement I'm aware of in China.
Pedestrians are still fair targets, especially when they're jaywalking, although I think the PC term is "crossing the road with Chinese characteristics"
