Q: New student visa X1 and X2

So regarding the new visa laws coming in on July 1st, I have a question about the student visa.

Before, you could get an F visa if you were studying short term (less than six months), meaning the visa process was not as lengthy and you didn't have to go through that ordeal they call the medical exam. I can't see any option for a short term study visa in the new visa regulations other than if you are coming to study and are under 18 years of age. (what is even the point of the X2 category? Like, really, how many minors come here to study? Correct me if I am wrong, but I thought it would be few and far between). What's the deal? It seems odd to me that someone may be coming here to study Mandarin for say ten weeks during their summer vacation and have to go through a lengthy and more expensive visa process.

Any way they can make more money. They meaning whoever is in charge of carrying this through to see some type of profit. It probably doesn't make sense to you, but it makes sense to the people in charge of implementing this new strategy!
