If I quit my teaching job and the school refuses to give me a release/recommendation letter, can I get a new Z visa if I take another teaching job without leaving China?

By Chinese Law, the school is obligated to give you a release letter if you resign your job. If they refuse to do so, you should go to your local PSB and inform them of their refusal, and request their help in obtaining the release letter. You employer may promise it a few times, and after the dateline will not do it, but eventually will have to come up with it.
And since PSB will give you only 10 days from quitting to transfer work and residence permits to new employer's name, by them knowing about the release letter problem will make it easier to get an extension. Otherwise, it will have to be a new work visa process.
My suggestion to you is that you do not quit until you have found a new job, then go visit your local PSB
