if both parents of a baby born in China are foreigners, the baby will not be a Chinese citizen, so you must register the baby with the E,bassy of your country and request immediately a passport.  with the new passport issued, then you go to PSB and apply for a residence permit for the baby.

According to information provided by the People's Republic of China, a child born in China to two foreign national parents is not eligible for Chinese nationality. However your child must be registered with the local Public Security Bureau within one month of his/her birth. You should obtain a passport for your child. Your child will also need to obtain a visa/permit from the Public Security Bureau Entry-Exit Division. According to Chinese visa regulations, foreign national babies cannot exit China until they obtain a Visa/Permit from the Public Security Bureau.

Thanks so much, this was helpful but still not clear on a certain issue.

I have already gone to my embassy and applied for a passport which will take a month and a half to get here and as you stated above i quote (However your child must be registered with the local Public Security Bureau within one month of his/her birth.)

It means the passport cannot arrive within the first month of babies birth so do i wait for the passport to arrive then go and register?

thanks

Do you have any document from your Embassy proving registration and / or requesting a passport?  if you do, take that to PSB and see what they say.  If you just have a passport for the child they will tell you, and you can tell them it will take 6 weeks to get it, but you do not wish to break regulations, will it be OK to wait?

i am moving into a new apartment, so I am rather busy at the time.  Hardly on line.......

But one benefit is that my landlord is the head of the local Security Bureau, very nice fellow to have met.  But I better be a better than model tenant, or will have a problem on my hands.
