How to make non-criminal record valid within China mainland or third places embassies like Thailand, HK, Macau etc ?
should it have Chinese embassy notarization in my home country? or is Foreign Affairs office notarization in my home country is enough ?

Where did you get Non-criminal record?
You can apply for it at your Embassy in China, and as I know, you don't need to notarize it, because it is 'official document'.
My Non-criminal certificate was never issued. I applied for it few months ago, butt... School didn't want to hire me anymore, so I cancel it.

My family helped me to get this paper notarized by FA ministry in my home country. They just asked me whether to scan it or send it by DHL. They didn't send it to the Chinese embassy.

You have certificate from your city. I would say, tell your family to mail it, if you can wait till postage arrives to China.
If you are in hurry, you could ask at PSB, if scan copy is OK?
If scan is not OK, tell School that original Certificate is in the mail, and will arrive in 'couple of days'.
I thought you couldn't get a passport if you have a criminal record. So doesn't a passport say that you don't have a criminal record.

In Canada, yes. But I think this poster wants to come here and needs a police history for a visa.

Same in my country. This document is just routine visa regulation.
