Those that still don't believe that NK has nuclear capability must think that the "artificial earthquake" was caused by Fatty Kim jumping out of bed. 

Scandinavian:

it isn't rocket science to build a nuclear bomb, it is rocket science to build a rocket to deliver it to its recipient.

Most experts believe it was a "reinforced nuclear weapon" and not a true H-bomb. It's the atomic bomb version 1.5 now with the added goodness of boosted fission (only about 7 kiloton but it's not the size that counts but what you do with it). This means that they can have a smaller warhead with the same amount of bang for your buck, which makes delivery easier. This is handy considering the Taepodong 2 isn't the Rolls Royce of ballistic missiles. Scandinavian is right about the difficult part being the delivery, with the detonation being important, although secondary to an accurate delivery.

 

Implications? Not much really. Gives Kim a little bit more leverage when it comes to squeezing more goodies/concessions at the negotiating table. Perhaps more sanctions against North Korea. If Kim ever motioned to fire anything off Pyongyang would get lit up like a Christmas tree before his finger left the button.
