Policeman wouldnt care as in Beijing at the moment it is dog hunting season (dogs that are not registered) and we all know what will happen to the dogs that are not registered.

I cannot tolerate animal cruelty or abuse of animals in any form if I was you I would of went up to the man and said something in English even if he didnt understand he can understand your body language this would of caused loss of face most likely. 

unfortunately nothing.  the Chinese don't have a concept of animal cruelty.  I used to work for the RSPCA so it really pisses my off.  It was bad enough in the UK cos the RSCPA only have limited powers, I hear its better in the states.  But here its just a joke.  Not just the beating but what about all those pet shops, or people selling rabbits in cages sat out in the heat with no water etc.  Its a joke the way Chinese people treat animals.  In my opinion a lot of Chinese who have pets don't even treat them like pets, its like they don't know a pet is, they treat them like shit,

it's so true, not much can be done- i've seen many instances of people mistreating their dogs it's not even funny.. like "xunliang" mentioned, pet shops are just as bad..i've also seen dogs left in cages outside the shop in the summer heat with little or no water. 

I don't condone violence on animals especially dogs, but look at how they treat each other, it is a little typical.
