I've been saving up literally every 1 kuai bill and 5 mao bills and coins for a couple of months, as has my friend. Between us we have about 1,000 RMB worth of money, and we aim to go to a fancy restaurant and lay the truth out on them at the end. What are the chances they would refuse our money? Are they allowed to?

I have paid a hundred RMB bill with ones, not that it was my intention, but that is what I had at the moment and had absolutely no problem. Just took a tad longer while they counted the bill and that was that.
Back home, the waitress/waiter would have freaked....
money is money to them no matter if you pay in 1fen they will accept.
"Can" they refuse? Of course. They are under no obligation to accept any bill, be it large or small. "Would" they refuse? I doubt it.
