Don't know but since the new public toilets became available i see less and less here in Acheng. Kids are taught the right way in school, it's the parents/grandparents that can undermine that effort. The postings and messages from the teachers also have an impact. That is old China and old ways die hard. It really is getting better.
Try it in front of a police officer and see. I'm guessing yes. Having said that though I saw a guy walking down my street with his penis hanging out the other day without any bother. Found myself wondering whether he wasn't trying to get arrested. Free bed and board, it's probably the only option for some.

I'm just not sure, what 'disruption' stands for in this article: ''is 'peeing in public disruption', or disruption is 'posting of such pics online''.
As you can see peeing and defecating on the Chinese streets is usual event, I don't think such act is illegal in mainland China.
On the other side of 'equation', I saw few dog owners walking their dogs with small shovel wrapped in plastic bag.

I will not stand for us MONKEYS to be put down. Some monkeys may have an issue with public disposal of body fluids and "junk" but I assure you that those of us that are FIRE MONKEYS do not condone pissing in public during daylight hours. 1 or 2 am after an evening of mischief it is acceptable. correct me if I am wrong Al or Tony or the Wuchuan street cleaner.
Not sure but the other day I saw a policeman in uniform doing it on the side of the highway. I also saw someone peeing on the police station wall (this guy wasn't a policeman)!
I suspect the answer is 'no' - but with technicalities (as Icnif was intending). They may not have the law 'you may not urinate in public', but they do have other catchall phrases - "disturbing the harmony and moral ethic of China'.
On the bus the other day, going past the local primary school, and ayi is helping her little grandkid with peeing... right outside the public toilet! I mean - literally... it would be 3meters to that place (or less)!!!
If peeing in public was illegal, surely there would be a blanket ban on the kiddies' clothing with the slit open crotch. Just a thought!
