Voltasingh, traditionally, little children DO wear special clothes for the Chinese New Year / Spring Festival. The custom may be on the wane in the bigger cities but considering that 2/3's of China is still smaller cities and rural, in these places, the little ones are decked out with clothes like this. it is considered "auspicious" to have the little ones dressed in new and bright clothing, particularly clothes that are red:
