hello everybody , first off, I will like to thank the members on this site, for the reasonable questions they raise and discuss about.
here is my problem , i have been in china for 14 months now , and I use to study in a university in Dalian, not until September this year, when i was supposed to pay my tuition fee for my second year so as to renew my residence permit , I got delayed from home cause my father was not yet paid his Salary. So i told my school to give me sometime , i will pay my tuition fee . but because there are many new students coming to my school ,they refused to renew my visa for me . So I went to the PSB , and explain , I was lucky to meet a nice person, he gave me 1 month warning visa , [ till 30th November ] . But then , my school told me to leave the school , and transfer because they feel I might not be able to pay for my tuition fee at the end of the day . So I left the school on the 29th November, and Travelled to Hangzhou to my friends place, but my visa got expired , I tried all the Visa agents I know to see if they can help me renew my visa because I want to continue my study in Shanghai , But none of them could help because I was holding an African passport .So today , I went to the PSB in minsheng RD Shanghai, the man saw my passport , checked my visa and he started shouting , threw my passport away because I was the only Black girl there , I was very Embarrased .
Please people I need advise from you, my visa is 10 days expired now , How can I renew it ? i really want to stay legal and study in Shanghai or any university in China .

Well, I feel sorry for you and I will try to give you a genuine advice here, but may be harsh on you, please remember I am not intending to offend you in anyway.
1. You seem to have made many mistakes intentionally or not, you said you were given one month warning visa, doing so the immigration office staff have been very kind to you, you were supposed to pay that back by solving your problem in that one month period. It seems you took it easy and waited until you had one day remaining then you traveled! That is another big mistake, you were supposed to stay in the city and go back to the PSB, that way they would have tried something, may be give you another one month visa or deport you back to your country etc, instead you traveled to another city and overstayed your visa.Even If the PSB in Hangzhou or Shanghai were nice enough to help you out, it would be more complicated because since you got your residency permit from another city and it has expired now, they have to check your background and make sure you haven't committed any crime in Dalian, double check the reason you overstayed your visa etc.
2. Going to a visa agency doesn't help in your case. Since you are a student with an X- visa, your residency permit can be renewed only by your university not agencies.
2. Do not make being African or black the reason you are not getting your visa renewed, it is your mistake, since you violated the law of the country. No one enjoys the privilege of overstaying their visa and then getting welcomed by the police like a rock star and have their visa renewed easily whether they are white or black/ African or European.
Finally, I advice you to go to the immigration office nearest to you as as soon as possible, try to explain your problem to them, and hope for the best. Usually the rule is you pay 500 rmb for each day you overstayed your visa then get visa renewal or get deported depending on your situation and on how nice the people who are dealing with your issue are. Before you go there make sure to contact your family and your friends and make them aware of your situation and ask to keep in touch with you, since you may get detained or deported immediately.

There is no answer here that will provide the OP with redemption.
The PSB did you give the 30-day clean-up-your-act visa which you let expire. Based upon my experience here in China, they won't give you another one, particularly not since your visa expired nearly 12 days ago.
You may or may not be fined -- that will be at the discretion of the local authorities.
If you do remain in China without a visa, eventually you will be caught. You can't travel without one -- the railroad checks these days as do the major bus companies. You can't travel within China on a plane either as they will check. You can't stay in a hotel, etc., etc.
If you do return to the PSB, based upon my experience, you will be given a 7-day deportation/exit visa and your passport will be so stamped. It is going to make the issuance of any other kind of a visa for China extremely, extremely, extremely difficult, it not impossible.
Be aware that if you do stay on, without a visa, sooner or later you will be caught. You will be arrested, remanded to jail, fined and then deported. That is the worst case scenario.
The best of the worst is that you obtain a 7-day exit visa without "deported" stamped on it. That would allow a re-entry.
Finally, I do not believe that Hong Kong will issue visas to holders of passports from the African countries but I could be wrong. In the old days, they did.
Thank you guys, I really appreciate your comments , But I really need help , because Within the 1 moth that my visa was renewed , I did not get any help . So now I just want you to think of a solution for me , because I still want to Stay in China for a while .

Megabee, please see my answer above. Your situation is dire and I am not sure that anything can be done about it. You can only hope really that the PSB will not issue you a seven-day deportation/no return to China visa. You should try to get some mercy out of them and obtain the exit visa without the deportation stamped on it.
There is no easy solution for you -- I am really sorry to have to say it.
I am sorry, but staying in China is no longer an option.
The only reason he threw your visa and started shouting was because you had overstayed your visa. You were very lucky that you were not arrested on the spot, in fact, I am very surprised that they did not arrest you. Count yourself lucky.
The best you can do is turn yourself in, with a Chinese speaking friend. Apologize profusely. hopefully, they will lower the fine you will need to pay. You will then be either given a fixed time to leave the country, with or without detention.
This sounds harsh, but I do not see any other way out.

oh no GR the only reason he threw her visa and got angry was because she was black. that is the only reason the school told her to leave (not because she did not pay).

Leave China. that is the best advice. nothing else can be done. you are foolish for getting yourself into this situation. and now it can not be undone. accept the consequences, stop making excuses for yourself. if you could not afford to go to school in china then why go to school in china. you need to understand that you are contributing to the bad reputation that blacks have in china. please leave. instead of going to hang out with your friend, you should have worked on resolving this issue.

Don't waste your precious time on the so called GUIDING PUBLIC OPINION for 5 mao per comment. or at least demand for an increase in salary since cost of living here is going up on a daily basis.
