There is nothing on web on search for 'SAFEA', not even for the old English name 'Foreign Expert Bureau'. That gov. org. might be renamed ...
Maybe Chinese friend in the city you are working could help you with the search for SAFEA.

That's all I can find on web. Nothing on 'SAFEA'.
I am thinking, you could go to PSB (police) in the city and ask them about 'SAFEA'. Explain to cops you need an office, which deals with foreign workers and issues permits for foreigners to work in China.
Some cops in China speak English.

So, that link I gave you earlier is correct. SAFEA is now called MOST.
Further search for 'MOST' didn't give me anything ... Sorry, but who knows ...
