Q: Is produce found in foreign grocery stores any safer?
I know that maybe Carrefour-like place may still have problems, but what about the smaller foreign-run stores?

I would say, yes, without a doubt. I only buy imported milk these days and the taste is so much better and superior to anything domestically produced. Import stores do exactly as they say on the tin: they sell imported food so things like tinned foods, pasta, cereals are all the exact same as the ones back home. The things you have to look out for are the cold cuts and meats. These are usually locally produced, even the Italian-style salami.
