The new rules are not in effect yet (wait until after September 1), and you are already planning to get a Q1 visa, enter China and ask PSB to switch it to another type?. 

I do see some flaws in your thinking.

1.- Visas are issued, by Law, only by Embassies of China abroad. Permits, on the other hand, are issued by PSB within China. A few PSB, located at border posts, do have the right to issue visas by special dispensation, but it is very limited.

2.- The new "Q" visa, the Q-1 and Q-2, was the response of the Chinese Central Government to many complains by "foreigners" born abroad of Chinese ancestry who wanted to vist relatives in China for short period, or long periods of time. Many get confused by the word foreigners, thinking that it includes them, when they do not have Chinese parents, or Chinese blood relatives. So, if your eyes are not slanted, and have no idea what "ni hao" means, even if you have married a Chinese national, the "Q" visa will not be granted to you as I read and interpret the issued Law. For those of us that do not have Chinese ancestry, the "S" visa was created, And at this "S" visa, the word "foreigner" does applies to us unlucky ones.

Yes it's always possible or switchable...a lot of times you just pay a fee....

We should all just relax and wait for these new visa's and laws to take effect and learn from others experience.
