Ok, let's break that down: two problems. One is, all I would have to do to make something not exist is say, "Cogito, ergo non sum." And then the entire universe vanishes. You've based your entire existence on every single human being making the exact same decision, including the retards and crazies.

ALSO, Cockroaches exists as part of the universe. But they are mostly aware of finding skin flecks to eat and laying eggs and running away from shoes. So your only universal truths are the ones that cockroaches can appreciate and I gotta say: they are doers not thinkers. They're not even aware of what you posted to this internet forum. Also, rocks exist as part of the universe, as do scraps of paper and lamps, but they all hold nothing to be universally true. SO NOTHING EXISTS BECAUSE A ROCK DOESN'T OPINE ITS OWN EXISTENCE? Is that the point you were trying to make CAMUS??? SHOULD I KILL SOME ARAB NOW? Also, your universal truth requires a universe to exist before the universe exists. Was that the big bang, when the universe said, "Golly, didn't believe in myself before, but I guess I'll believe in myself now!"? That's like me saying, "Unicorns only exist if unicorns believe in unicorns." We all know unicorns are pretty gay so I think that wraps things up here.
The closest we as a race of people have discovered as "universal truth" would be mathematics. But even this can be disproven, and often is adjusted, modified, and edited as we discover more.
I think the only universal truth, as it applies to human beings, is that we are still learning, discovering, and making advances. What we actually know is only scratching the surface of what there REALLY is to know.
So "universal truth"? We don't really know $H!T, but we are trying. I firmly believe that 100 years from now our ancestors will look back on what we accept and believe as fact and think "What the hell where those people thinking?!?!?!?"
Maybe we will never find a "universal truth", but searching for it is what drives us to excel and invent, to come up with new concepts and ideas.
So universal meaning that it relates to all things. Well if you don't have any questions you can't get any answers and that is the truth. If you want a guaranteed answer than you have to have a question in order to find out what you are looking or searching for. It reminds me of what teachers back home use to say if you don't ask a question now it may be too late when it's time for you to take the test. Answers can vary as things progress in society. The questions remain the same but the answers may vary. Questions like what is the best way to get information? Maybe it use to be the television or the radio or even the newspaper some years ago. Nowadays the answer would be the internet.
Well, you asked "what is universal truth?" I found a definition that says "An absolute truth, sometimes called a universal truth, is an unalterable and permanent fact." For some, the color blue is green, cat can be called many different things, including "gato," and so on. Considering that we can't even get anything straight around the world, how could we possibly know what is a universal truth, except that we can define it.
