They do this near.my house all the time. It actually works. Chinese people, even ones with no shot of ever buying a flat love to talk about the housing prices. Ask any chinese person , they will all be able to give you up to date prices. Its insane.

Anyways the people stopped at red lights always take the flyers. They dont buy on the spot obvs but if its a deal they will tell everyone and people will go. Its smart business.
