Q: Registering at PSB.

I can't get an answer from GF if she originally registered me with PSB until July. I have 90 day stay visa, so I had to leave, went to Thailand. Do I have to re-register with PSB? Also, just occurred to me, I've never registered with local police. No one ever mentioned it, I didn't think about it.

Yes, you must register when staying somewhere within the first 24 hours...  Watch out or else they can fine u 500 RMB per day...

 

I tried to move house but the local police station wouldn't let me move to that area so I can't move..

In that case you are still required to go to the paichusuo to tell them you're back and update them on your latest entry stamp on your passport.

I waited 22 days after I left the hotel and moved into an apartment before going to the PSB.

They didn't even bat an eyelash...maybe I am lucky....or maybe they really don't care.

All foreigners entering China must register their local address at the Police Station closer to their homes within 24 hours of arriving if in a city, or 72 hours of arriving if it is in the countryside.  The penalty for not doing so is up to 500 Rmb per day, to a maximum of 5,000 Rmb.  That's the LAW !

Now, normally if you go and register late, no penalty is imposed.  Only if you need to go to PSB for anything, and they WILL ASK for that piece of paper, and you do not have it, sometimes will asses a penalty and will not do anything on your request until you get that paper.  Or if the Police stops you anywhere and ask for passport and that form, and you do not have, you will get the penalty.

Please, do not confuse this form issued by the local Police nearest your home, with the residence permit issued by PSB, two different animals.

At least in the city I do live in China, the " REGISTRATION FORM OF TEMPORARY RESIDENCE FOR VISITORS" IS ISSUED BY LOCAL POLICE STATIONS, NOT PSB.

And you must do this every time you exit and re-enter China, of go to a city, town or village and sleep (even for one night) not at your regular home.  But if you stay on a hotel, then do not have to do it.

The basic idea to go by is that Police wishes to know where you are all the time.

pogger:  if you stayed in China at a hotel, and the hotel accepted you, the hotel staff sent the Police a copy of your passport and where you were staying, so the Police knows and you do not have anything else to do.

But, if you noved out of the hotel, into an apartment, than you had 24 hours to go to them and fill out a form, requesting the permit.  And by the way, you must bring a copy of either the rental contract with ID of owner, and / or the Certificate of Ownership of apartment and ID of owner, plus one 2 x 2 ID photo of you, and your passport.

If you stayed in a hotel, then they would have taken care of the registration for you.  If you were staying with friends or in an apartment...then yeah, you're supposed to go register with the po-po.  But like some have said...some local precincts don't seem to care...up until now anyways.  We'll see how this new policy focus-shift will change things.

i just spent 4 days trying to get the Temp form from local police, --first day get pics,, ok where not like there are yellow pages here,--2nd day some of my Chinese friends were to come with me, been waiting for days for one to have time, so I try to find police station,phone translator not working, phone runs out of time, go to china mobile buy time, i ask about my wifi time,,,,i love having these conversations in China, 

can you tell me if i have wifi time still available?

you can buy wifi time.

i bought wifi time can you tell me if i have wifi time minutes,

call this number and they will tell you,

would you do it please, the message will be in chinese and I can't read it

then it starts over in an other cycle and another cycle and again and again, i'll just keep going and they never stop until I say OK goodbye....you can buy wifi time etc

- third day find a local police station, they arrest me on the spot,,na just kidding after i talk to three guys, they send me to another station,  this next station sends to to another station, but its getting late so I'll try tomorrow,

--day four have Chinese friend go with me ,, its the PSB, he says this is the place, I say been here done this I need a local office for a temporary permit. I need two things.sohe talks to PSB, they do the same things I did before, every time I ask a Chinese person to say something for me they don't, he says the PSB says this is what I need to do, a residence card, i keep saying I need temporary residence card from local cops, the PSB says this is all I need. They take my picture there digitally, don't want my 2x2 pics,

,,,, so if I need to register with local police and have a temporary registation it ain't gonna happen, I've never been asked for ID. Either the information I'm getting is wrong or the Chinese don't know their own policies,,,I have no document fron China to carry with my passport,,,,,I got there 5 minutes after the place opened, while I was doing this, the girl at the next counter took a nap. AAWWW the cultural differences. I'm more convinced than ever that zombies exist here.

I think the policies we read about are just for Beijing, and every other city in the country is free to interpret the rules as they see fit. Where I am at, the police could care less where I live, and say hello and try to chat with me as if I am a famous actor.
