Since the city target of the resume is in China, I'd like to know what do you suggest as best language to use for the resume.

It depends on the job.
Recruiters probably will not have a preference, most of them can understand English, especially if they are looking to hire foreign personnel. A Chinese version might be needed for the visa procedure though.
I'd suggest to have it both in English and Chinese.

If you want to project yourself as a true professional who really knows his (or her) sh*t and want to impress your employer, you'd make it bilingual.
Of course, make sure the Chinese portion is written/checked by someone who understands Chinese (translation: Don't use Google Translate).
I think in most case, if you wang to work for a company where people (even just a few) can speak English or know English, the only English resume is just fine.
HR in China must know English well. If they don't, you better not go there! Not very good, I'm sure. Hehe~
Although the bilingual resume is always good... Just in my opinion, it's unnecessary.
Sometimes they ask for both language versions.
I met many situations, when they got chinese and english version of my CV, and when I cam efor interview, they was surprised, that I am not Chinese. Because they siply maybe missed the name and nationality stated there ...
Whats the position? Teacher? then english is fine. A chinese coporation? Then add the chinese. Too be honest if this question has stumped you, you might have bigger fish to fry than CVs
