why is this so in china??

After Deng Xiaoping proclaimed the 'opening up' of China to Western trade, the trade ports - Hong Kong, Shanghai, Shenzhen, Beijing, Tianjin, Xiamen etc - flourished MASSIVELY. They brought in a huge flow of wealth, which mainly benefited China's south and eastern coastal areas.
Even before this the only Foreign concessions were in these southern and eastern coastal ports (Hong Kong, Macau, Guangzhou and Shanghai), and in the early 1900s saw the economic benefits of foreign trade.
Because of the terrain, and difficult shipping/transport routes, it has been very difficult to channel any of this wealth into the mainland provinces.
So while the coastal cities continue to boom, the inner provinces are getting more and more left behind, because the main focus of infrastructure is still on these already-rich coastal areas.
However, the Chinese government announced a 10-year plan last summer to make a concerted effort to filter some of the coastal money to the western provinces of Qinghai, Gansu, Shaanxi, Guangxi etc. It's a valiant plan, but corruption in these inner provinces is still rife and may hamper the government's efforts.
