There's a SAFEA's weblink posted at some thread here. Enter 'SAFEA' in search and you'll find it.

 

However, SAFEA was disbanded as the last novelty of Labor law came out in 2017.

 

I ain't sure, which org. replace it, but it must be the same as the one which approves one's Working permit.

 

You could go into Nanning's government building and ask about. Have a Chinese English translator with you.
