Q: Selling a used car

Hello

 

I just recently moved from Daqing, Heilongjiang to Linyi, Shandong.  I drove here and I try to sell my car here.  However, everybody tells me to sell my car I have to go back to Daqing.  I do not understand if they mean this literally or is it possible to get my papers from Daqing.  Could you shed some lights on the process of selling your car in a different city? It has to do with transfer of license, must be done from the place it was first registered
