It depends.

There are those who prefer a smaller city, so a place like Shanghai would not be pleasant for them.

There are those who like more "remote" areas like Urumuqi or Kashgar, or others, where Shanghai would not be to their taste.

I honestly do not believe in the concept of a "best city" since it depends on ones likes.

What I do believe in is in the best city for yourself.

HK blows SH away! That is if u want to count HK as a city in 'China'.

*I will admit the SH Zoological Park rocks fair dinkum for any city anywhere...
