Serious answer ...   I don't know, never lived there but I assume it would be like any other city with a big foreign population.

 

There will be Halloween parties in some bars and places like that, some restaurants and stores will maybe have some cardboard cutout pumpkins on their doors and windows, you will see Halloween masks being being sold in supermarkets.

 

I wouldn't expect to have kids knocking on your door saying trick or treat though and if you were to do it you certainly wouldn't be given any candy.
