Q: Success rate for foreigner employment license application?

My application for foreigner employment license was accepted today( they rejected it yesterday). They asked me to come after 15 days. My question is, what's probablity of me not getting the license or is it 100% sure that i can get it( some agents say so)

never ask questions in china..you'll never get a straight answer
