Internet sucks from 7 in the morning until 7 in the morning.

Really bad on the weekends, all day on weekends.

I can't pinpoint an exact time although usually when everyone is at home from 5 or 5.30 pm seems bad. Weekends are average. Sometimes I get the impression that I am being hacked / blocked by the government because of some anti Chinese sentiment but then I think: Am I really that important? Nah!!!

I can't say that there is really. I've been able to use the internet with no problems although I try to sleep before 2 am. . .I don't know how it's like between 2 am to 7 am. I would assume it would be the same!

It can suck at any time, afternoon is usually worst. Having 20Mbit fiber seems to help over normal old school ADSL, but can still get disconnects. 

One could argue that even when you can achieve good speeds, the speed you can get to sites like Facebook and WJS is still too low

There is most likely a correlation between internet quality and lunch-breaks, people getting out from work and school in the afternoon etc.

There are times, when access to ALL foreign websites gets regionally blocked for hours at a stretch. No matter which computer I would use, there's no access to anything based outside of China. I called my friends in other cities and it was still working fine for them though. The local government blames it on unauthorized hackers.

To actually answer the question, I've found that the internet seems to go much faster early in the morning (4-7) than any other time during the day. My completely unscientific explanation for this is that 1.3 billion are still sleeping, among them most of the Chinese internet censors. Strangely, the internet is usually chugging along even around midnight here in Beijing.
