Q: Is there a Chinese smartphone that uses win8, with a 8 megapixel cam?
If you consider HTC as Chinese (it's actually taiwanese, yes i know). there are four phones available now.

Different versions support different formats of networks, respectively.
For the three operators in China, 3G formats for them are : TD-SCDMA for China Mobile, WCDMA for China Unicom, and CDMA2000 for China Telecom. /p>
The King of the Win8 phonecams is coming! Nokia 1012 or something. Look out for it. 41mp camera with manual adjustments! If it is like their last cameraphone, it will rival some DSLRs for picture quality.
