No... It should be legal all over, but no it is in fact illegal. Well.. Unless you include Hong Kong, it's not illegal in Hong Kong. Hong Kong is so cool it really shouldn't be considered as part of China... Seriously...

Prostitution in Hong Kong is itself legal, but organized prostitution is illegal, as there are laws against keeping a vice establishment (brothel), causing or procuring another to be a prostitute, living on the prostitution of others, or public solicitation.

The most visible public venues for sex workers in Hong Kong, especially for tourists, are massage parlours and the so called "Japanese style night clubs". However, most of the commercial sex worker industry consists of women working in small, usually one room apartments, usually referred to as "one-woman brothels", the equivalent of the "walk-up brothel" in the United Kingdom. They advertise for clients through the Internet and local classifieds. Most popular mainstream newspapers will carry such classifieds with a brothel guides as an insert within racing form guides. Yellow neon advertising boxes were used to advertise sexual services to such an extent that "yellow" (黃) became synonymous with prostitution.

There is no province where prostitution is legal but this may interest you:

The resurgence of prostitution in mainland China has coincided with the introduction of Deng Xiaoping's liberalisation of Chinese economic policy in 1978. According to the incomplete statistics composed on the basis of nationwide crackdowns, the rate of prostitution in China has been rising every year since 1982.
Between 1989 and 1990, 243,183 people were apprehended for prostitution-related activities.
Zhang Ping estimates that such police figures only account for around 25–30 percent of the total number of people who are actually involved.
Prostitution is an increasingly large part of the Chinese economy, employing perhaps 10 million people, with an annual level of consumption of possibly 1 trillion RMB.
Following a 2000 police campaign, Chinese economist Yang Fan estimated that the Chinese GDP slumped by 1%, as a result of decreased spending by newly unemployed female prostitutes.

Why in the name of holy shmoly would a white guy wanna go to a hooker in china ? Me personally and every foreigner i know out here are treated very well and respected by chinese girls . They are beautiful , mysterious , and deserve respect . Not a 100 quai bj in some seedy room . Leave that to the dregs of society .

i have actually had conversations with those "dregs" of society . and on behalf of all the hard working 11 - 12am, 7 days a week, hard working, filling a need, doing what they can to get by, working so they can pay their way through school, taking care of their children, working girls of china and the world over, admin please allow me this , go puck yourself. 

the "dregs" of society are the people who take other peoples money by the thousands, millions, and billions and then bribe their way out of punishment or in china flee the country. trillions made it's way into china and it was not used to make china into a good society. these women work for their keep. and are victimized by the illegality of their jobs. police work with organized criminals to keep them from controlling their own trade. the govt has no business telling adults the "who, what, where (ok maybe where not in public places), when, why, or hows" of their sex lives. 

the "dregs" of society are pathetic lieing pucks like you who sneak off to pay for sex and then publicly sit in judgement of those that do.
