I found that the minimum requirement to get a teaching job is the following:
1. Speak fluent English with no accent
2. A degree in any discipline so long as it is from an English speaking country
3. A TEFL helps
4. Some teaching experience
The above applies if you are applying for a bona fide teaching position and with legal work papers. Of course, there are many schools/training centers that are not approved by the MoE.
Whether you are native or non native, your credentials count a lot. Of course, there are many schools that would not even talk to you the moment they know you are not a native speaker. But if you are from Europe or some Caucasian country, it helps a lot. That's how it is here. Good luck!
Look on the top R of this screen, and click 'Jobs'. Prepare your CV with all required documents, and email it away.
As Non-native, I don't pay too much attention, when advert requires 'Native English teacher'. If I like other things on the job offer, I still email my CV.
Chinese employers won't reply, if they're not interested in your CV. Never mind! Don't stop sending your CV, till you land a job.
There are many Non-native English teachers working legally in China.

Stereotype, most people are managers being sent over by their company because these companies don't trust Chinese for key positions. The difference is that unlike teachers these guys don't go to clubs, bars or hang out around the city, they are too busy making big money and often have a well established family, they live in upper end residences, send the living-in ayi for groceries and only go out in cars with smoked windows and private driver. Also they are not in China because they want to, often stay a year or two before going back home, they are not looking to make friend with Chinese people and have no interest in Chinese "culture". Aw and they don't go online to complain about China because... well they don't have to deal with China or Chinese except maybe their assistant manager who speaks fluent English, nothing to complain about. People under local contracts (teachers mostly) and people being sent to China by their foreign company live in parallal worlds, they rarely meet and even less mix with each others.
