Q: Is there a formal complaint dept. for the government?
Last week I was coming back through customs from Macau, and I had to wait over an hour to pass through, because there were 27 lines for Chinese and 1 open for foreigners... By the end, all the chinese were gone and the border guards were just hanging out while the one lady was SLOWLY processing us. ( quick tip. Its sexist i know but.. never choose a boarder lady, men are twice as fast.. watch next time)
Anyways once I got through I went ape&%$@ on the manager booth in the middle there, screaming how there lazy and racist. They were polite and understand, and called others to help the rest of the laowai... Anyways.. it felt damn good to yell at them.. and I was wondering if there were more opportunities.
I have been driving alot, and the road signs are rediculously stupid, and with the roads changing all the time, about 30 percent are invalid... I wanna complain about this, but google cant tell me who to call. Any Ideas???
And pleased ont tell me not to waste my time... I just wanna feel better haha i know it wont change anything... but it might!
Your local Chinese Embassy will absolutely have a complaints department room, where anyone is free to voice all and any complaints they wish to make about anything from corruption within the government down to the price of soup. Not sure how the process works exactly once inside the room itself as nobody has ever come back out, but good luck with it and let us know how it went.

Don't go to the Embassy! Senior officers in local PSB office always will be happy to hear Your complains. Working hours for complains are usually 12:00-14:00.
I have found out the Dept. And I have written a formal letter of complaint . Below is the sent letter.... Im getting deported.
Dear Mr Wang,
First, I would like to congratulate you on an upcoming 6th year as Director- General of the Urban Planning Bureau. It is quite an impressive feat to be so successful at doing a horrible job. I can assume that your father is very powerful and used his relationships to help you land such a prestigious position, but it is really quite amazing that you have gone this far in office while not doing a single thing to improve the city.
But, unfortunately I did not write this letter to be friends, I am sure you have many many friends to help you drink Moutai with taxpayers money. You do not need me.
I am writing this letter to thank you for changing the road system along Tianhe road.
Previously it took me around 30 minutes to drive to Grandview Mall from Panyu (Xin Guan Expressway) This is much too fast. I dont get to enjoy the beautiful scenery. But now that you have banned left turns at Tiyu Dong Road, I now have an extra 20 minutes or so to enjoy the inside of my car and the wonderful world of traffic jams. Thank you.

Unfortunatly ,It is not all good news. I wish to make a complaint. There is an intersection on G105 in Panyu that crosses with a newly made street（聚龙新街）
This new street is an entrance to Guangzhou South Railway station. I am sure as the Director-General of Urban Planning I dont need to tell you that a railway station is a major point of transportation but I am telling you anways, just in case.
To mark the occasion you have kindly given us a large sign telling us to turn here to go towards the stations. Even more wonderful is the fact that the road wasnt even built yet! So every day I had the pleasure of watching people make left turns into a wall. A small problem .I guess you have more important things to do. Trust me I completly understand. You are in Urban Planning, not Public Safety. You are busy enough.
My problem is that you fixed the mistake too fast! For nearly 4 months you have given us the pleasure of improving our driving skills with the daily practice of speeding in front of cars, stopping quickly so we dont hit a wall, having no where to go, reversing back into 4 lanes of traffic and trying not to die. This is a skill I think most of us need to practice more. I know you are very good at your job, but if you can give us more time with wrong street signs. That would be great. 4 months to fix a dangerous intersection is just too fast for me.
But forget about silly complaints, you got to your high position from completely ignoring your responsibilities, not listening to others. So one last time I wanted to thank you, For the intersections where all lights are green at the same time, for the street signs that point me down a one way street, highway markers that take me to highways that are no longer there, and for the hundreds of other ridiculously stupid things you do that make driving and living in Guangzhou so interesting.

The above complaint by Mike made me laugh. Though I doubt someone so inept will get the finite aspects of sarcasm.
As for my complaint; Today I was in the PSB to pick up my new work permit. I noiticed that the permit was only valid till May 2014 but my contract runs till the end of June 2014, I asked the girl at the counter why but she could not understand English and told me to go to the 2nd floor. I went to the second and asked who could speak English, the girl who could speak English rudely told me she does not answer questions and that I should talk to the supervisor. I approached the suppervisor and before I could even ask my question he abruptly told me to get a number. I told him it was just a simple question. He told me to shut up and get a number. I then asked to speak to his supervisor he curtly told me, "room 201". I made my way to room 201 and the lady there was quite kind and explained that I should have requested a longer duration for my permit when I first applied.
This kind of ignorant and rude behavior has no place in an institute of public service. I noted that in Beijing the police had imposed a ruling whereby the officers caught being rude are fined. Perhapse this idea should be implimented in the Luohu PSB as well.
As for the lack of forthought on their part in seting a work permit expiation date one month short of the work contract; Obviously a high IQ is not a requirement for being a police officer at the PSB
Yes there is such a place. It doubles as a prison, but I assure that's only to save money on rent and stationary. Nothing to worry about.
The general rule in China is that you can do anything you like, as long as you never complain about the government. The government controls everything, so any complaint is about the government.
Foreigners belong to their employer, so therefore can only do what their employer allows.
no. don't be unrealistic. china is a place where u can totally fuck-off.. if u cannot get into/ride along with the way things are,,, then it gets a bit hard to explain... looking for free advice here,,, ya,, ok. if u r real person i know where u can get advice.. fee is based on your income. fair is fair. contact me.
