Q: Is there a legal hour past which construction is not allowed?

My apartment gives right into a narrow but busy street which has been under repair for some weeks. I wouldn't mind all the dust that flies around as I'm gone during the day, but they keep working late at night, sometimes past 10:30, sometimes later.

 

Even with the windows closed the sound of drilling gets through. Isn't there a law against this?

Not really.  There has been some efforts in curtailing noise pollution for the last 5 years or so, but all you need to do to go around the regulations is to ask for a permit to be exempted, and it will be promptly granted.  And if you do not have the permit, just pay a small fine and continue to do as you please.

At my place, the city government has a truck with a tank on its back to water the plants on the avenue in front of the complex.  He is my alarm clock, at 7 am, 7 days a week, will come without fail playing either Happy Birthday or Merry Xmas, depending on the time of the year.  There is no need for the speakers to be at full volume at that time of the morning.

Not in my neighborhood. They are putting in a new housing complex a few doors down, and a few nights ago, a bull dozer was loading trucks with dirt up until around midnight. Fortunately, the workers took a lot of "smoke breaks," so it wasn't continuous, but it was steady! After that, I was able to catch a few
