You know, like the Billboard 100 or the Top 40 in the UK? How do new songs get determined/ranked?

yes. I know Baidu and YinyueTai have such rankings. By how many times the new music is played ,searched and downloaded I think. Other factors may also be counted in . For example when I find a top ten music sounds horrible I can't help but wondering money plays in this .

Music services like kugou,kuwo, QQ music have similar rankings too .

Yeah, My wife, or her friends, when they come for visit us, open the kugou, and you never can be wrong on which song is played next  always same song for years, man.
