Q: Is there a reason that the underpass in bridges don't have any lighting?
I was riding my bicycle and I noticed this. Is this common throughout China or just the city I'm living at? Luckily I got some cool glasses that light up, but if I didn't have that it would be an accident waiting to happen. And please help me then since we know that nobody likes to help injured out here in China anymore because of those cases of good samaritans getting the worst of things.
Sorry, I don't think I could help you. I wouldn't be able to see you, it's too dark. 
I dont believe lighting is common under 2 or 4 lane underpasses in the States either. Double decked bridges and inside tunnels, yes, but not so much under the bridges. Many highways arent lit up either. We smaht folk use our headlights to get us through the dark spots.

You'd be surprised how many ebikes never turn on their lights. 
As a result of 5,000 years of culture, underpass lighting is unnecessary.
A lot of cars don't drive at night with the lights on in China
the same as a lot of people (OP) have the light on but nobody is at home
