Banks in China will not allow minors to have their name as holders of an account with a local bank. The only way will be to have an adult name on the account, and use it for the benefit of the minor only.

I you need to save up for a child, how the locals do it is to sign up for an health insurance. A lot of the insurances have the side benefit that you can get your money back, when the policy is paid in full, including interest. 

The issue would be that you have to pay each year for typically 20 years, maybe some can pay all in one, but of course then you would need to dig deep in your pockets just at once.

Save monthly for education, how earlier you start the better, not advice to use Chinese banks, because it is combined mostly with life insurance and all premiums will be go to life insurance instead of the linked investments. Drop me a message if you want comprehensive advice.
