Q: Is there a way to report shady landlords?

The landlord of the apartment across from me has partitioned the flat into tiny rooms that houses over 15 people. I constantly see new faces coming and going. I think this is illegal of the landlord and also poses a safety issue to all the residents in the building. Is there any way I can report the landlord to the authorities?

I doubt there is any official way to do this that will actually work. 

 

An anonymous tip to the authorities that it is a drug dealer/brothel should get their attention.

It's really a battle you can't win. And if they're Chinese it is legal, even for laowai it's legal if they registered their address. This is a "rent to survive " method for those guys who can't pay a lot of money for their own apartment. So don't be so mean, try to put yourself in their shoes, maybe if you keep talking like this, you'll be next! Karma.

 

So if I were you keep your mouth shut or those 15 guys might come down on you!

Wow you sure do like to get involved in everything and anything....the key word was you think if you don't know than don't get involved at all until you know for sure.
