I live in Guangzhou, but I took a 2 week summer school job in Hebei. I worked hard (teaching TOEFL), but never got paid for this job or reimbursed for the train tickets. I know I should not have trusted them, but I'm wondering what would be the best way to publicize the dishonesty of the company.

Edit your Q with ''I worked for the 'full name of the School or Co. in Hebei'.....'', so when somebody will need info about the same School, can get your post and replies from the 'search' feature.
If you could write more details about your visa while in China, you'll get right advice, where to seek help of retrieving your unpaid wages.
What Icnif said, but don't expect to get the money. Highly unlikely you worked for them legally, so after all is said and done, you have no legs to stand on. And, if you push to hard, that might turn from a metaphorical to a literal turn of phrase!

OP never give out any info. I do Summer Camp every year since in China. I sign Contract with School, and I must show them my RP.
If I would get shortened as OP, I would seek help of Gov.
