Q: Is Tibet open to foreigners during the Spring Festival?

 To enter Tibet you need to get a special permit from Chinese Government. (A general China VISA only is not allowed to enter Tibet)

Once you have the Permit and arrived Tibet, a "PASS" will be issued for you. Then you can travel in Tibet (tourism areas).

The Tourism Permit:

The Tourism Permit fee: USD $400./per person.  Procedure time: 3 - 5 Days.

All foreigner tourists are not allowed to travel in Tibet by themselves. You have to join the group  tours which are operated by Travel agents. Any foreigner diplomate officer is not allowed to enter Tibet as a tourist.

The borders of Tibet were closed to foreigners in July, but has reopened for most foreigners since then. Although there are some restrictions.There should be no problem for foreigners to enter Tibet by Spring Festival. The last information I received was that foreigners were restricted to go to Mt. Everest, but that may have even changed by now.

I do know the Tibet permit is far far cheaper than 400USD....
