Yes, the company that hires you can take your passport and change it to a working visa.
Yes, I came here in Beijing with a tourist visa of 7 days only. The very first day I arrived I looked for a job right away. Luckily I got it. The company took my passport and university diploma and lemme sign the contract. Since my visa is just for a week,they extended it for 1 month tourist visa, a foreign is allowed to extend tourist visa 2 times. After having another tourist visa, they applied me a working visa, I have it now.
I was a little surprised to read the above-post concerning the possibility of changing an L visa to a Z visa in Beijing. I was under the impression, as a result of my contacts with friends in Beijing, that nearly all of them who had arrived on an L visa and subsequently found gainful employment were required to make the trip to Hong Kong or to Thailand or even Mongolia to secure the Z visa. In some cases, several had to return to their countries of origin.

As far as I know, what these visa agents do is gather your documents and send them to an associate abroad, who requests the visa there and returns them once it is granted. At least that is what I was told by one of them. Maybe this is why you may here of people getting their new visas without leaving China
